The G.O. related to implementation of 7th pay for the Govt. Society College Teachers was issued today due to the continuous efforts taken by the PGSCS-JAC.

Pondicherry Budget 2019-20 was presented today by the Chief Minister, in that the 60th point is related to implementation of 7th pay scales to the Govt. Society Colleges of Puducherry.

It was learnt that the Govt. Society Colleges related file may be cleared by Lieutenant Governor

From today we have suspended the sit in protest and returned back to our works, today evening we went to Secretariat and Ministers office to get the acknowledgement for the submission of letter (Suspension of sit in protest). We heard that our file was going to be sent to LG for final approval and we will be getting our G.O. at the earliest.

As informed early to the government, we have started the Sit-in protest from today in all the society colleges in the 4 regions of Pondicherry.

Chief Secretary has cleared the G.O. however, it was again routed to Education Minister and Chief Minister, as the CM has to decide on the issuance of the G.O., whether by himself or state administrator (Lieutenant Governor). So I think the 7th pay scales was not going to be reflected on our August salary.

Today we had a EC meeting pertaining to obtain the G.O. for the 7th pay scales recommendation for the Govt. Society Colleges, the following the important resolutions are: holding gate meetings (to sensitize, appraise the line of action carried out from the PGSCS-JAC and government) and to go on indefinite sit-in strike till we obtain the G.O.

Today we again met CM regarding the G.O. related to the 7th pay, however, the whole meet went in a negative sense and if we enter into indefinite strike we have been threatened officially that we may need to meet official sanctions.

We got a positive message (as a proposal was submitted to government for implementation of 7th pay for society colleges) from the Director, Higher and Technical Education, Puducherry as an action taken against the grievance we submitted on            08-12-2018 in the Centralized Public Grievance Redress And Monitoring System (CP-GRAMS)

In budget Central government has allocated 1,545 crores to the UT of Puducherry, in order to reduce the financial burden incurred by Pondicherry Government (Lok sabha question) for the implementation of 7th pay scaled to employees, this was stated in writing by Kishan Reddy, Union minister of State for Home affairs in the Parliament

Today we met the budget officer, for the first time we got a good signal from him that we will be surely getting the 7th pay scales from Aug 2019 positively.

The file was again re-worked with all the details of the 7th for all the 21 colleges and today it has reached the Under Secy and may reach DC office today.

Today met CM to thank him for fulling his promise of the Cabinet decision to implement 7th pay to the society colleges in Pondicherry, we were yet receive the G.O. which may be released within a couple of days

Today we have got a confirmation news that our 7th pay is going to be implemented from 1-4-2019, we congratulated ourselves, really I am proud to be a member of this JAC

Today we received both the Degree and Diploma AICTE regulations published in gazette, I felt we are the verge of finishing the task successfully (implementation of 7th pay for all the 18 Govt. Society colleges)

We met CM around 10.45 am in his cabin, he again said he told he will implement it on 1st April, now its only Feb, his answering only caused dissatisfaction for our colleagues. We can to the idea of protest against government.

Today a G.O. was issued for the Govt colleges related to implementation of the 7th pay for college teachers, our whatsapp group was so sad and we have decided to meet CM tommrow morning

We met again today Chief minister with the help from Mr. John Kumar, special representative of Puducherry Administration in New Delhi, CM assured that it will done by cabinet circulation and the election code of conduct will not affect the process.

Met the Chief Secretary and Finance Secretaries to enlighten them about our position in getting the 7th pay at earliest before the announcement of code of conduct for election.

Personally met Chief Minister in assembly and emphasised on the issue of Govt. order at the earliest, he too agreed and told, it will be done as per promise

Today we had a press meet on Press Club thanking the politicians, secretaries and the media personals who helped to achieve our demands. We also officially issued a call back notice of our indefinite notice to all the secretaries / directors / principals of the 18 autonomous (society) institutions

We hope that this could be the last day of our boycott, as we will receive a good message by today evening. Today we had our protest demonstration near DHTE as per our planning and further went to meet CM around 7.15 pm and we got the message from him that “7th pay scale will be implemented to all Govt Society Colleges Teachers and Non- teaching staff on the same day of implementation for Govt colleges”

 

 

27th Jan 2019 

We continued the boycott and today, as its Sunday, IGMC & RI is the main participating institution, around 11.30 we got a call from CM office for a meeting, however due to non-availability of some ministers it was re-scheduled to 28-01-2019.

26th Jan 2019

We continued the boycott as usual, as its the Republic day, all the participating institutions were on holiday except IGMC & RI, so they successfully continued. Today we had a JAC meeting and decided to make Govt to implement the 7th pay from 1-4-2019 or earlier than that.

25th Jam 2019

The protest continued for the 8th day, as the govt informed they will further talk to us on 27-1-2019, till that we continued our boycott, one interesting thing happened it Chief minister has visited MTPG & RIHS today evening, as the employees were continuing the boycott, he inquired and promised again that he will convey the date of implementation surely on 27-1-2019, this incident we felt as strong positive signal for our protest

The JAC committee met Chief Minister and narrated about our concern in the implementation of the 7th pay for the 19 Society govt colleges, we have been informed that decision will be taken on 27-1-2019 after discussing with Finance Secy

VI day no message from Govt. however met Ministers of Health, Speaker and conveyed our agony of the strike, students of IGCAS, Kathirkamam has gone into indefinite strike. In the evening attended a meeting with Director of Higher and Technical Education that ended in vain.
